Offshore outsourcing has begun to impact people from all walks of life, as many jobs first developed in the United States are exported to foreign countries. People who once found employment in the United States may now lack job security as they fear their type of job may be the next to be outsourced. Offshore outsourcing in its most basic sense involves shipping certain jobs overseas. Many of the jobs being exported from the United States are technology jobs, as increasing developments and improvements in technology have made it possible to do this work in many places in the world. Technology jobs that once boomed in the United States are now finding homes in countries like India, China, and Japan.

Hewlett-Packard said Wednesday that it has inked a seven-year outsourcing pact with Unilever valued at $675 million. Before outsourcing an organization is responsible for the actions of all their staff and liable for their actions. When these same people are transferred to an outsourcer they may not change desk but their legal status has changed. They no-longer are directly employed or responsible to the organization. This causes legal, security and compliance issues that need to be addressed through the contract between the client and the suppliers. This is one of the most complex areas of outsourcing and requires a specialist third party adviser.

The Philippines remains the most favored nation for outsourcing ventures, after India because of the Filipinos’ excellent knowledge of the English language as well as their familiarity with Western culture owing to the country’s historical affinity. The truth is, nobody knows how widespread the outsourcing phenomenon is or will become. The Bureau of Labor Statistics doesn't yet track jobs transferred abroad and companies generally keep reliable data under wraps.
