As a student in the late 1970s, bin Laden was galvanized by events that seemed to pit both the Western world and communist Russia against Muslim nations. One of these was the Camp David peace accords between Egypt and Israel; another was the Soviet invasion in Afghanistan. In December 1979, when the Soviet Union invaded Afghanistan, bin Laden, like many other Muslims, rose to join the jihad declared against the attackers. He did not initially enter the fray as a soldier, but instead channeled his efforts into the organization and financing of the mujahedeen, or Afghan resistance. Over the next ten years, he used his tremendous wealth to buy arms, build training camps, and provide food and medical care. He was said to have occasionally joined the fighting, and to have participated in the bloody siege of Jalalabad in 1989, in which Afghanistan wrested control from the Soviet Union.

"By the mid-1980s, bin Laden saw that his real calling lay on the jihad battlefield, where he gained a reputation as a courageous and resourceful commander," Bodansky writes. "In 1986, he participated in the battle of Jalalabad in the ranks of the Arab Mujahideen unit. That year he was ... a part of a small Arab force that held in Jali against repeated assaults by a much larger DRA force supported by Soviet firepower. In 1987, bin Laden fought in an attack on the Soviet-DRA dispositions in Shaban in the Paktia Province. A mixed Mujahideen force of Arabs and Afghans with bin Laden in a command position penetrated the enemy's dispositions. Vicious hand-to-hand fighting erupted, and the Mujahideen suffered heavy casualties before they had to withdraw.

Former White House counterterrorism director Richard Clarke wondered, "Would he say that and risk being proved wrong, if he can't pull it off in a month or so?" Despite the threat of an imminent attack, the Department of Homeland Security (DHS) is not raising its public threat level. Many Americans express valid concerns that DHS is not prepared for another attack. Hurricane Katrina revealed that the federal government is not yet fully prepared to handle its emergency response and disaster recovery obligations. The 9/11 Public Discourse Project gave the Bush administration mostly low or incomplete grades on implementing the 9/11 Commission's recommendations.
Osama bin Laden has from the late 1990's grown into becoming the most known terrorist leader from the Muslim world, even if no condemning evidence ever has been presented. Osama has ... often called for fighting against what he perceives as corrupt leaders of the Muslim world, as well as fighting against powers like Israel and USA. Following several terrorist attacks in the 1990's, Osama has congratulated the perpetrators, at the same time as claiming that he is not involved.
