The Organization of American States (OAS) was established in 1948 to help promote peace, justice and solidarity throughout the Americas, while strengthening economic, social and cultural ties. The collection is broken into twenty-six series that contain documents from the eight major bodies that comprise the OAS. Topics include: treaties, agreements, human rights, crime and security. Spanish and English.

The scholarships will be used for online courses offered through the Educational Portal of the Americas ( www.educoas.org ) of the Institute of Advanced Studies of the Americas.

Russian President Vladimir Putin has signed a decree "On the organization of alternative civil service". According to the presidential press service, the decree defines the Labor Ministry and the Defense Ministry as federal executive agencies responsible for organizing alternative civil service. It ... lays down the functions of federal executive agencies interested in sending citizens to their organizations for alternative civil service. The decree comes into effect on January 1, 2004. Earlier, the Federation Council approved the bill "On alternative civil service". The law was passed by the State Duma on June 28, 2002.

Here you'll find the images for the flag of the OAS (Organization of American States, Organizacion de Estados Americanos). I'm sending two versions, since the size of the OAS seal depicted on the flag is not specified on the official description I found at www.oas.org I might, in any case, redraw it, since I believe the resizing of the seal came out to be very crude and since I think I might have gotten the order of the flags wrong (they are supposedly arranged alphabetically but I am not sure if they are so in English or Spanish, since the seal at the page was very small...).
