In the nine parishes in Northwest Louisiana that comprise the Office of Public Health’s Region 7, as of March 31, 2004, there were 1070 persons living with HIV. 706 of them live in Caddo Parish. 74 percent of the cases in the region are men with 26 percent of the cases in women. 63 percent of those living with HIV in Region 7 are African-American. Whites account for 36 percent. Hispanics and American Indians account for 1 percent each.

Most of Northwest Louisiana’s populated areas are served by water systems. There are a few systems which could expand. Water quality varies greatly from system to system, but the poorest quality is generally found in the rural systems. From time to time, the State has determined that local water systems are providing water that could be harmful to humans if consumed and local populations are instructed to boil their water drinking it, such as occurred in Mooringsport in 2000.

"Before, it was sort of a novelty and there were not that many people involved in it," said Shreveport native Jim McCullough Jr. Along with his father, Jim McCullough Sr., the local writer, producer and distributor made a dozen or so movies here, including "Creature from Black Lake" (1976) and "Where the Red Fern Grows 2" (1992). Other movies found their way to northwest Louisiana for weeks or days at a time, such as "Steel Magnolias," filmed in Natchitoches and released in 1989. But there was no steady work flow or a stable movie industry locally. Not anymore. "We have monster celebrities here every week.

Northwest Louisiana is made up of 10 parishes (counties) with a population of nearly 450,000. Some 91 communities, ranging from small villages to the region's largest city, Shreveport, with a population of over 215,000, are located in the area. The 10 parishes include Bienville, Bossier, Caddo, Claiborne, DeSoto, Lincoln, Natchitoches, Red River, Sabine and Webster.

The physical geography of much of Northwest Louisiana is dominated by the presence of the Red River, which runs through the center of the parishes comprising the region. The land along the river valley is a part of the Southern Mississippi Alluvial Plain, while the remainder of the region is referred to as the North Louisiana Uplands. This section of the State has fertile country, as well as cities and towns. This is a green land dotted with cypress, pecan, pine, ash, hickory, and huge oak trees. The area is not lacking in color, due to the abundance of flowering trees, shrubs, and animals.

Northwest Louisiana has been blessed with an extended Indian summer this year. And the hundreds of volunteers that showed up in support of the 10th annual Operation Stand Down did not miss the cold and dreary days that have typically coincided with this event.
