Of these special districts, Geumgang Mountain and Gaeseong continue to grow, although the Shinuiju project seems to have stalled following the arrest in China of North Korea's choice for the chief administrator of the Special Administrative Region, Dutch national Yang Bin. A replacement has not yet been named.

In 1998, the United States identified an underground site in Kumchang-ni, North Korea, which it suspected of being nuclear-related. In March 1999, after several rounds of negotiations, the United States and D.P.R.K. agreed that the United States would be granted "satisfactory access" to the underground site at Kumchang-ni. In October 2000, during D.P.R.K. Special Envoy Marshal Jo Myong-rok's visit to Washington, and after two visits to the site by teams of U.S. experts, the United States announced in a Joint Communiqué with the D.P.R.K. that U.S. concerns about the site had been resolved.

The report concedes that North Korea's launch of a three-stage rocket that flew over Japan in August 1998 was "completely unexpected" by U.S. intelligence agencies. The rocket, which failed to put a satellite into orbit, could easily be modified to carry a warhead. More immediately, U.S. negotiators attending talks this week in Berlin are trying to persuade North Korea not to test a new intercontinental ballistic missile, called the Taepodong 2, that is deemed ready for launch.

The UN Security Council did vote on sanctions against North Korea, (who ridulously claimed it an act of war). The sanctions do not automatically mean military action if there is failure to comply. Instead, another resolution would be needed for that. The sanctions do ban military exports to North Korea, as well as sales of nuclear technology, and bans the sales of luxury goods. Finance freezes, travel bans, of key personnel involved in nuclear related activities and inspections of cargo is ... part of the resolution.
