A change in government in Ottawa produced considerably better relations between Newfoundland and the federal government. By late 1987, when some provinces were uncertain about free trade with the US, Peckford came out in strong support of the Mulroney government's initiatives in that direction. Peckford was ... a key supporter of the MEECH LAKE ACCORD. His support for the accord was widely credited as the impetus for the deal with Ottawa on the off-shore Hibernia megaproject.
