Newark, New Jersey, is America's third-oldest major city (founded 1666) but among the country's smallest in land area: today it occupies only twenty-four square miles, of which nearly 75 percent are exempt from taxation. New Jersey's largest city, with a population of only 267,000 (in 2000), is the center of activity for an area of 2 million people spread over four counties. Since its founding it has had several forms of government including the original township, a charter from Queen Anne in 1713, a commission, and now a mayor-council government under which the city is divided into five political wards.

In Newark, as a result of post-war suburban migration, the white population plummeted to approximately 158,000 in 1967 from 363,000 in 1950 and 266,000 in 1960. Correspondingly, the black population of Newark rose from 70,000 in 1950 to 125,000 in 1960 and an estimated 220,000 in 1967. By 1967, a majority of Newark residents (55%) were African-American. Demographic changes at the city level, were reflected in particular neighborhoods, namely the Central Ward, formerly home to a sizable concentration of immigrant and second generation Jews. Abandoning their homes and synagogues, these Jews, along with some Poles and Italians, fled for the suburbs of nearby South Orange, West Orange, and Livingston. By the time of the riot, the Central Ward was a predominantly black neighborhood, yet served by mostly Jewish owned businesses--- a recipe for ethnic tension.

During the 1950s alone, Newark's white population decreased from 363,000 to 266,000. From 1960 to 1967, its white population fell a further 46,000. Though white flight changed the racial composition of Newark residents, it did not change the racial composition of political and economic power in the city. In 1967, out of a police force of 1,400, only 150 members were black, mostly in subordinate positions. Since Newark's blacks lived in neighborhoods that had been white only two decades earlier, nearly all of their apartments and stores were white-owned as well. Mayor Addonizio offered, without consulting any residents of the neighborhood to be affected, to condemn and raze for the University of Medicine and Dentistry of New Jersey (UMDNJ) 150 acres (61 hectares) of a densely populated black neighborhood in the central ward.

Newark is unique in that it is completely surrounded by the larger city of Fremont. Newark was originally planned to be incoproated into the city of Fremont along with five other townships in the area (Mission San Jose, Niles, Centerville, Irvington, and Warm Springs), but decided to pull out when it was slated to be the industrial area of Fremont. Instead, Newark incorporated in 1955, recently celebrating 50 years as a city. Like the five other townnships, Newark has a rich history. Originaly founded as a Railroad town in the 1850's, Newark was a small village complete with a hotel, church, and school. Newark was ... the home to the Carter Brothers company, which manufactured hundreds of train cars for the ever growing train industry, as well as cable cars for San Francisco.
