[T]he government of New York Lottery tightened the screws even further. As an economy measure in August 1933, Young reduced the advertising budget for the ironically named ''Better Times'' Art Union to £1,500. Hammond and McArthur, in response, concentrated their advertising on the metropolitan newspapers. Sales fell and disagreement ensued. The New York Lottery gave $2 billion to state education programs last year, an eight percent increase from its contribution the year before. Palumbo expects the Subway Series ticket to bring in $75 million in revenue this year. She said more than 30 percent of sales proceeds will go to education. The tickets will be sold at both Shea and Yankee stadiums, in addition to 16,000 retail outlets in the state.

Governor Eliot Spitzer, New York Lottery Director Robert J. McLaughlin and State Office of Alcoholism and Substance Abuse Services (OASAS) Commissioner Karen M. Carpenter-Palumbo today announced an alliance to help curb the incidence of underage gambling in New York State. The initiative, funded through a $500,000 grant to OASAS from the Lottery, will be utilized to generate public awareness about the importance of responsible gaming and to support underage gambling prevention efforts.

The New York Lottery permits more than an estimated 100,000 salespersons working for 17,000 "Lottery Retailers" to sell lottery tickets from 17,000 small businesses throughout the entire State of New York. The 17,000 small businesses receive a 6% commission on lottery-ticket sales running through them, plus it is rumored a small percentage of a winning ticket sold by such retailer.
