The New York Racing Association conducts year-round racing in New York. In the winter they operate at Aqueduct, from May to mid-July they operate Belmont. In the latter part of July, all of August and the beginning of September they operate Saratoga Race Course. From September to the end of October they return to Belmont. The year concludes in the fall at Aqueduct. NYRA sponsors the Triple Crown for fillies in the US, known as the Triple Tiara.

The grant of authority to the Division of Lottery found in New York State Tax Law covers a broad range of issues that are typically addressed through a site plan review process. The Division of Lottery must approve the layout and construction of the physical facilities, parking, installation of the VLTs and certify that the facility will meet all state and local fire and safety codes. As the agency primarily responsible for approving construction, the Division of Lottery will have the authority to impose substantive conditions on the size and location of structures to avoid or minimize impacts revealed during the course of the environmental review.

In 1913, racing returned to New York after a hiatus. Only four tracks had survived the hiatus. These were Aqueduct Racetrack (the Big A), Belmont Park, the old Jamaica and Saratoga Race Course. These tracks were formed together under a not-for-profit association known as the Greater New York Association in 1955. The association remodeled Aqueduct and Belmont and demolished Jamaica, which is now the Rochdale Village, housing development. The partnership became the New York Racing Association on April 10, 1958.
Nacy Palumbo Nancy Palumbo is a longtime administrator with the New York State Office of Parks, Recreation and Historic Preservation. A former state Senate employee, Palumbo joined the state parks office in 1995 as deputy commissioner. Since 1999, she was in charge of finance and administration at the parks agency.
