New York state welcome sign New York declared itself an independent state on July 9, 1776. The New York state constitution was framed by a convention which assembled at White Plains, New York on July 10, 1776, and after repeated adjournments and changes of location, terminated its labors at Kingston, New York on Sunday evening, April 20, 1777, when the new constitution was adopted with but one dissenting vote. It was not submitted to the people for ratification. It was drafted by John Jay. On 30 July 1777, George Clinton was inaugurated as the first Governor of New York at Kingston.
The New York Racing Association, Inc. is a private, non-profit association that owns and operates the three largest racetracks in New York: Aqueduct, Belmont Park and Saratoga. Last year, more than two million people attended the races at NYRA tracks and enjoyed the highest quality thoroughbred racing in the world. New York's Thoroughbred racing industry provides 17,000 jobs and has a $1.4 billion in annual impact on the New York State economy. Last year, NYRA's Belmont Park and Saratoga Race Course were ranked first and second, respectively, among all North American racetracks in average daily purse distribution.

NEW YORK, Jan. 13 /PRNewswire/ -- Gay Men's Health Crisis called today for a new system for tracking HIV infection in New York State. Until now, GMHC had opposed plans to report HIV infections. But with changes in the epidemic, the agency now believes that the old hospital-based AIDS reporting system is obsolete. A new monitoring system is critical to help prevent new infections, especially among young people, as well as to expand health care for those already infected with HIV. The numbers of AIDS cases and deaths have been available for years, but the huge number of those infected with HIV -- and of new infections each year -- remains a mystery.

The E-ZPass New York call center was recently recertified as a Center of Excellence by BenchmarkPortal researchers from Purdue University. In granting the certification, Dr. Jon Anton, Founder of Purdue University's Center for Customer-Driven Quality, said that "ACS managers successfully focused their organization of people, processes, and technology to achieve the superior performance levels that we require."
At the approach of the twenty-first century, the Board of Regents approved a new set of learning standards for New York students. They represent the core of what all people should know, understand and be able to do as a result of their schooling. As such, these learning standards are to form the basis for a re-vision of education in New York.

New York's current monitoring system, designed in 1983, tracks the epidemic by counting people who become hospitalized with, or die from, AIDS-related illnesses. The system misses the shift of HIV care from hospitals to outpatient clinics and doctors' offices, it ... misses the large numbers of people who have learned they are HIV positive but have remained healthy.
