New York boasts the most extensive and one of the oldest transportation infrastructures in the country. Engineering difficulties because of the terrain of the state and the unique issues of the city brought on by urban crowding have had to be overcome since the state was young. Population expansion of the state generally followed the path of the early waterways, first the Hudson River and then the Erie Canal. Today, railroad lines and the New York State Thruway follow the same general route. The New York State Department of Transportation is often criticized for how they maintain the roads of the state in certain areas and for the fact that the tolls collected along the roadway have long passed their original purpose. Until 2006, tolls were collected on the Thruway within The City of Buffalo.
Unlike most American cities, which make up only a part of a particular county, New York is made up of five separate counties, which are called boroughs. Originally the city included only the borough of Manhattan, located on an island between the Hudson and East rivers. In 1898 a number of surrounding communities were incorporated into the city as the boroughs of Queens, Brooklyn, the Bronx and Staten Island. The Bronx is the only borough on the mainland of the United States. Manhattan and Staten Island are surrounded by water, while Queens and Brooklyn are part of Long Island.

New York declared itself an independent state on July 9, 1776. The New York state constitution was framed by a convention which assembled at White Plains, New York on July 10, 1776, and after repeated adjournments and changes of location, terminated its labors at Kingston, New York on Sunday evening, April 20, 1777, when the new constitution was adopted with but one dissenting vote. It was not submitted to the people for ratification. It was drafted by John Jay. On 30 July 1777, George Clinton was inaugurated as the first Governor of New York at Kingston.
