The Kenya and Bali incidents suggest a preference for less-developed nations relatively far from Israel, where security is lax and there is a significant Muslim presence.

According to German newspapers, the Mossad gives the CIA a list of 19 terrorists living in the US and say that they appear to be planning to carry out an attack in the near future. It is unknown if these are the 19 9/11 hijackers or if the number is a coincidence. However, four names on the list are known, and these four will be 9/11 hijackers: Nawaf Alhazmi, Khalid Almihdhar, Marwan Alshehhi, and Mohamed Atta.
Among the more infamous examples was the so-called Lavon Affair, in which the Israeli intelligence agency Mossad organized a covert network inside Egypt which launched a series of bombing attacks in 1953. The targets included US diplomatic facilities, and the attackers left behind phony evidence implicating anti-American Arabs. The aim was to disrupt US ties to Egypt.
