The Monroe doctrine stated that European powers were no longer to interfere or have an effect on the colonization and progression of the land in the Western Hemisphere aka the Americas. This was a bold statement and ... very courageous because European nations had always been the leaders and with this doctrine it seemed like the United States was declaring rights for these lands. This message was targeted at Europeans as well as at Latin Americans in their defense. This doctrine was passed on December 2nd 1823, with much influence form the Secretary of State, John Quincy Adams. John Quincy Adams was one of the authors of the Monroe Doctrine, and Adams changed the mind of President Monroe from a joint declaration to making an independent statement that sparked a sense of nationalism. It was truly Adams ideas that were seen in this doctrine.

With the exception of the Monroe Doctrine, Monroe’s second term as president was relatively uneventful. The two principles of the Doctrine, noncolonization and nonintervention, were not new or original. However, it was Monroe who explicitly proclaimed them as policy and it was a keystone of foreign policy for many years.

The Monroe Doctrine was issued on December 2, 1823 to stop the further colonization and influence of European powers in the western hemisphere (North and South America). The declaration was issued be James Monroe but writtern by John Q. Adams(Secretary of State). The doctrine wouldn’t have been made in earlier presidents terms but from the new sense of nationalism after the War of 1812 America felt stronger and more united as one.

In 1817, while Monroe was president, the European nations formed an alliance, which caused great concern in the U.S. Russia claimed Alaska down to Oregon Territory and the US agreed with Britain that Europe should stay out of the newly freed Spanish lands that had become independent, just like the U.S. had in 1776.

The Monroe Doctrine never obtained a true international status. At the Versailles Peace Conference in 1919, President Woodrow Wilson, to win over domestic opponents to his cherished League of Nations covenant, incorporated into the language of the document an article declaring that nothing therein affected the validity of a regional understanding such as the Monroe Doctrine. It was not clear that this either met with European support or placated more nationalistic supporters of Monroe's principles in the United States.

The Monroe Doctrine was invoked in 1865 when the U.S. government exerted diplomatic and military pressure in support of the Mexican President Benito Juárez. This support enabled Juárez to lead a successful revolt against the Emperor Maximilian, who had been placed on the throne by the French government.
