Modchips started to surface with the PlayStation system, due to its popularity and the increasing availability and affordability of CD writers. At the time, a modchips' sole purpose was to allow the use of imported and copied game media.

The third generation of PS2 modchips use flash RAM in order to be updateable. These newer modchips contain more features in software and usually include menus and many configurable options, such as booting software bypassing the original BIOS GUI (named OSDSYS after the internal filename on the PS2 BIOS). They can be upgraded by several methods, usually from a CD-R containing the upgrade, and sometimes from other media such as USB pendrives. They can offer booting from several media such as Memory Cards, USB pendrives, PS2 hard disk drives and remotely across a local area network. Some modchips of this category are the Ghost2, O2mod, DMS3, DMS4, Matrix Infinity, and the Crystal Chip.

Because most modchips open the system to illegally copied media, the availability of a modchip for a console system is, naturally, undesirable for console manufacturers. They react by removing exploitable interfaces from subsequent hardware or software versions, changing the PCB layout the modchips are customised for, or by actively trying to detect an installed modchip. As many modchips exploit functions in their host system that are required by the system itself to function, the manufacturer's measures may only lead in an adjustment of the modchip's installation process or its programming, or modchip makers trying to find ways to make a modchip undetectable by its host system ("stealth").

Non-CD media based systems, such as the Sega Master System or the NES, did not have modchips produced for them. Instead they often used converters or passthrough/cartridge-like devices to circumvent regional lockout, and flash cartridges for back-ups and piracy.
