Non-Muslims are not permitted to enter Mecca per Saudi law. Officials conduct checks to confirm that motorists are either Muslims or non-Muslims. The main airport has a similar security policy. The Saudi government uses the following verse as a Quranic confirmation for this law... there are other interpretations to this verse (in particular, People of the Book would usually not be regarded as pagans):
