Measurement assurance is a modern approach to maintenance and operation of a measurement system. It operates well in both industrial and laboratory settings, and enhances measurement quality while reducing calibration load and costs. The concepts of measurement assurance are analogous to those of quality assurance.

The core courses include: -- The Art and Science of Measurement -- This course focuses on the methodologies and techniques that are needed to measure and monitor computer performance. It is taught by Mark Friedman, an architect working in the developer division at Microsoft, who has developed measurement techniques and software that are commercially available today. -- Statistics for Performance Analysis & Capacity Planning -- This course presents essential statistical analysis techniques that can be used to derive knowledge from the measured/monitored performance information. It is taught by Ray Wicks who has spent most of his career at IBM in the performance analysis and capacity planning end of the business in Poughkeepsie and at the Washington Systems Center. He is the major contributor to IBM's internal PA & CP tool zCP3000. -- Modeling and Forecasting -- This course leverages the measurement and analysis techniques to performance "what if" analysis using computer performance modeling and forecasting algorithms and techniques.

In the representational theory, measurement is defined as "the correlation of numbers with entities that are not numbers" (Nagel, 1932). The strongest form of representational theory is ... known as additive conjoint measurement. In this form of representational theory, numbers are assigned on the basis of correspondences or similarities between the structure of number systems and the structure of qualitative systems. A property is quantitative if such structural similarities can be established. In weaker forms of representational theory, such as that implicit within the work of Stanley Smith Stevens, numbers need only be assigned according to a rule.

When the results of a measurement system are PASS or FAIL rather than a quantitative value, special procedures are necessary. STATGRAPHICS Centurion provides three procedures outlined by the AIAG to deal with such systems: the risk analysis method, the signal theory method, and the analytic method. In the risk analysis method, multiple appraisers measure samples with known characteristics. Statistics are calculated based on how often the appraisers correctly characterize each sample and how frequently they agree with themselves and each other.
