Relations between the U.S. and Mauritania reached a low in the spring of 1991, as details of the Mauritanian military's role in widespread human rights abuses surfaced. The U.S. responded by formally halting USAID operations and all military assistance to Mauritania. Mauritania and the European Union have signed a Euro66.6 million agreement [over 23 billion ouguiyas] to fund the asphalt pavement of the Ka`di-M`Bout- Selibaby-Gouraye road network. Mauritanian Economic and Development Affairs minister Mohamed Ould Abed, and European mission chief in Mauritania, Jean Eric Paquet, signed the agreement part of the development of road infrastructures. The project will include putting tarmac on the Ka`di-M`Bout and Selibaby-Gouraye [159 km] sections and other construction works on the Selibaby-Gouraye road, including a sill and eight reinforced concrete bridges. LWF is actively involved in projects throughout Mauritania, both in emergency response to natural disasters and non-emergency distributions to populations its field staff have identified as most at risk. Local representatives distribute kits cooperatively with LWF field staff in response to requests by the local populations. The most impoverished receive priority in distribution, particularly those who have no other forms of support from family, community, or other humanitarian organizations.
