The Mattel executive said the decision to move forward with a recall was made at the end of last week. When The Associated Press learned late Monday that another Mattel recall was in the works and contacted the CPSC, a spokesman declined to comment.

Fisher-Price's Big Big World toy was manufactured by Shun On Factory, one of Mattel's contract vendors, which outsourced the molding and painting of one plastic piece. A subcontractor, Jingying Tampo Printing Processing Factory, used uncertified paint on the recalled piece.
[W]hile some of the toys were recalled because they used excessive amounts of lead paint, the majority – about 18m – were deemed unsafe because of Mattel design flaws rather than shoddy manufacturing. Doggie Day Care, Batman and Polly Pocket toys were recalled because they contained small magnets that could be dangerous if swallowed.
The recalls could cost Mattel $25 million in sales this year and $40 million next year, estimates Gerrick Johnson, analyst at BMO Capital Markets. Shares fell 57 cents, or 2.4%, to $23 on Tuesday.

The lead-based paint recall was similar to Fisher-Price, a subsidiary of Mattel, two weeks earlier. On August 1, 2007 Mattel recalled Sesame Street's Big Bird and Elmo, and Nickelodeon's Dora the Explorer for lead levels in paint.[3]
