In defense matters, Thatcher placed the primary emphasis on preserving the nuclear status quo and maintaining Britain's independent nuclear force. With the obsolescence of the Polaris submarine, she ensured that Britain obtained the latest Trident D-5, which President Reagan provided at cost. When the issue of modernising the North Atlantic Treaty Organisation's (NATO) intermediate-range nuclear force (INF) arose, Thatcher was an early and strong supporter. NATO's decision, made in December 1979, was to place cruise missiles and Pershing II ballistic missiles in Europe to counter the new Soviet SS-20. Britain was to receive 160 cruise missiles, the first of these to arrive in December 1983 at Greenham Common. The debate over deployment took on particular intensity as the issue was viewed alternately as a test of NATO's solidarity and as a dangerous escalation at a time when tension between the superpowers was already high.

She allowed the United States to station (1980) nuclear cruise missiles in Britain and to use its air bases to bomb Libya in 1986. She forged (1985) a historic accord with Ireland, giving it a consulting role in governing Northern Ireland.

A strong proponent of the North Atlantic Treaty Organization (NATO), Thatcher supported the 1979 decision to base nuclear-armed cruise missiles in the United Kingdom—a controversial move that aroused mass protests in Britain. In 1986 Thatcher permitted U.S. military forces to launch bombing raids against Libya from British air bases.
In the Cold war Mrs Thatcher supported Reagan's policies of deterrence against the Soviets. United States forces were permitted by Mrs Thatcher to station nuclear cruise missiles at British bases, arousing mass protests by the Campaign for Nuclear Disarmament. She had no objections to the US bombing raid on Libya from bases in Britain in 1986, and her liking for defence ties with the United States was demonstrated in the Westland affair when she acted with colleagues to prevent the helicopter manufacturer Westland (a vital defence contractor) from linking with the Italian firm Agusta in favour of a link with Sikorsky Aircraft Corporation of the United States. Defence Secretary Michael Heseltine, who had pushed the Agusta deal, resigned in protest at her style of leadership, and thereafter became known as a potential leadership challenger.

When Reagan announced in March 1983 an ambitious American plan to develop an antiballistic missile defense system that would sit in outer space – the Strategic Defense Initiative (SDI), or "Star Wars" – Thatcher reacted with some alarm. If successful, SDI would render the strategy of deterrence obsolete and thereby diminish the value of Britain's nuclear force. Thatcher met with Reagan in December 1984 and convinced him to place SDI research and development in the larger context of negotiation with the Soviet Union.
