Under Article 85 of the Third Geneva Convention[16], Noriega is still considered a prisoner of war, despite his conviction for acts committed prior to his capture by the "detaining power" (the United States). This status has meant that he has his own prison cell furnished with electronics, which some have described as the "Presidential suite."[17]

Following another visit in July, 1990, Noriega enrolled in a 16-week Bible correspondence course. At the conclusion of his personal study the former drug lord requested permission of the prison authorities to be baptized in accordance to what he had learned from Matthew 28:19,20.

The US Bureau of Prisons on Sunday listed Noriega's projected release date as "unknown." The agency had indicated earlier the aging dictator would be out on Sunday after serving 17 years for drug trafficking.

A French court already has issued a 10-year prison term against Noriega on charges of using more than three million dollars in alleged drug money to buy luxurious apartments in Paris. French officials say the 73-year-old will receive a new trial if extradited.
