The next major crisis in the continuing saga erupted in February 1988, when Noriega was indicted by two federal grand juries in Miami and Tampa.(28) The Miami indictment included twelve counts of racketeering, drag trafficking, and money laundering. More specifically, it accused Noriega of assisting the Colombian Medellin cartel in transporting more than two tons of cocaine to the United States via Panama in return for a payment of about $4.5 million.
