Economic downturns ... can have adverse effects on employment for some management consultants. In these times, businesses look to cut costs, and consultants may be considered an excess expense. On the other hand, some consultants might experience an increase in work during recessions because they advise businesses on how to cut costs and remain profitable.

APWA Project of the Year awards are presented annually to promote management and administration excellence of public works projects by recognizing alliances between managing agencies, contractors, consultants and their cooperative achievements. This year APWA selected 18 projects in five categories: Disaster or Emergency Construction/Repair, Environment, Historical Restoration/Preservation, Structures and Transportation.

Most management consultants would merely propose to repeat the process in order to measure or monitor improvements. Some might not even recommend this so that the findings made in the first report are not disproved, or made worse as a result of their work.
