The northwestern portion of Lower Saxony is a part of Frisia; it is called Ostfriesland (East Frisia) and lies on the coast of the North Sea. It includes seven islands, known as the East Frisian Islands. In the extreme west of Lower Saxony is the Emsland, a traditionally poor and sparsely populated area, once dominated by inaccessible swamps. The northern half of Lower Saxony... known as the North German Plains, is almost invariably flat except for the gentle hills around the Bremen geestland. Towards the south and southwest lie the northern parts of the German Central Highlands, the Weserbergland (Weser mountain range) and the Harz mountains. Between these two lies the Lower Saxon Hill Country, a range of minor elevations.

Cooperation with several organisations in Lower Saxony fortifies the efforts to reach a higher level of consumer protection. Since many years, the Verbraucherzentrale Niedersachsen works together with European partners, e.g. with the Verbraucherzentrale Nordrhein-Westfalen in the European Consumer Centres Network (ECC-Net) or with the Verbraucherschutzzentrale Ostbelgien. The last great project was the building of a consumer advice centre in Togliatti on the Volga (Russia) as a model for other Russian regions. Now the Perm Region (near the Ural) will take over the concept of Togliatti.

The technology transfer centres at universities in Lower Saxony publish a quarterly review ("TI") with innovative technical solutions and offers for cooperation from universities. "TI" addresses companies and institutions that look for the latest developments and solutions for innovative procedures, products and services. The last two issues deal with ICT solutions for digital administration (1/2007) and micro- and nanotechnologies (2/2007).
[Lower Saxony (Germany)] Lower Saxony was founded as Land Niedersachsen on 1st November 1946 as a merger of the former Länder Braunschweig [Brunswick], Oldenburg, Schaumburg-Lippe and Hannover [Hanover]. Due to the long tradition of own arms and flags in these former territories, it was especially difficult to find a common flag for the new Land Niedersachsen. [Some unofficial flags existed 1946-1951]. Although a red-white (or white-red) flag with the arms would have been appropriate for the Land Niedersachsen, as these are the colours of the arms (livery colours), this solution was viewed as only representing Hanover and not the other parts of Lower Saxony. A combination of the colours of the flags of all four constituent territories (red, white, blue, yellow) was ... not feasible, so the final compromise was to use the German national flag (black-red-gold) with the Lower Saxony coat-of-arms on it. In 19 administrative districts of Lower Saxony a new kind of counselling centres has been installed as an intervention pilot project. These advisory services are specialized in supporting victims of domestic violence after police interventions by an pro-active approach: Police officers pass telephone numbers of victims to counselling centers, then counsellors call victims and offer their help. They give emotional support, counsel victims on safety measures and inform them on the German civil law on violence against women.
