The Texas Lottery's new television ad, debuting Feb. 3, supports a new add-on feature -- called Sum It Up -- to the Lottery's popular Pick 3 and new Daily 4 games. When added to a Pick 3 or Daily 4 play, the player adds another chance to win if the sum of the numbers chosen is the same as the sum of the winning numbers. In the spot, the kangaroo represents an "extra chance to win" for the lead character in his everyday life. Traveling with his owner throughout the day, the kangaroo hops into another checkout line in the supermarket to give the man another chance to find the fastest lane. At home, the kangaroo places a second call to a live radio promotion to win the prize, and later, at a wedding reception, the kangaroo's quick move helps catch the bride's garter for his owner.

The first modern interstate lottery in the U.S. was formed in 1985 and linked three of the New England states. In 1988, the Multi-State Lottery Association (MUSL) was formed with Oregon, Iowa, Kansas, Rhode Island, West Virginia, Missouri, and the District of Columbia as its charter members; it is best known for its "Powerball" drawing, which is designed to build up very large jackpots. Another interstate lottery, The Big Game (now called Mega Millions), was formed in 1996 by the states of Georgia, Illinois, Massachusetts, Maryland, Michigan and Virginia as its charter members. These states were joined by New Jersey (1999), New York and Ohio (2002), Washington (... 2002), Texas (2003) and California (2005) for a total of 12 members. [4]

The Texas Lottery's popular Pick 3 and Daily 4 games are played twice daily. The Pick 3 game was launched in October 2003, and the Daily 4 game was launched in October 2007.

The third difference in the third wave of gambling activity involved both the state-authorization and the state-ownership of the lottery operations. Previously the actual operation of the lottery itself was given to private brokers. In the third wave the state itself became the operator and sole beneficiary of lotteries. While some states, such as Georgia, Nebraska, West Virginia, Maine, and Texas, have permitted private concerns, such as Scientific Games and G-Tech, to operate the instant game portion of their lotteries, the vast majority of lottery operations were conducted by the state at the beginning of the twenty-first century.
