To monitor regional trends and evaluate the effectiveness of logging safety training programs, it may be useful to determine an accurate TCIR for a key industry segment. For example, researchers at Virginia Tech have used Workers' Compensation Insurance (WCI) claim data since 1996 to establish the annual TCIR for mechanized (feller-buncher/grapple skidder) logging operations in the South. Using WCI claim data insures that all injuries, including minor ones that may not qualify as "OSHA Reportable," are included in the calculation. Virginia Tech's 2000 "mechanized logging" TCIR of 6.1 indicates that even with minor injuries included, this important logging industry segment is significantly safer than the nationwide logging industry average.

Technological advancements in the logging industry have had both negative and positive effects on forest ecosystems. There should be more literature on the broken promises of the logging industry. When those companies arrive in a country, they try to entice the local people with arguments like that their operations will bring jobs and training for them.

These required modifications are the first of a two-phase effort to update the logging industry standard. As the next step, the agency currently is in the midst of convening an industry-based work group to review the entire standard. This comprehensive review may include the elimination of obsolete sections, reorganization and rewriting the standard using the clear rule-writing model. The agency hopes to call the group's first meeting after the first of the year. A time frame for this review process has not been established.
