Limewire, Pro and Basic are not illegal programs and its perfectly legal to download the software. Whats illegal is the sharing or downloading of copywrited material, ie, music video etc. When you buy a CD you are paying for the material and that gives you the right to listen to it and burn it to a PC etc. When you download music from Limewire you are taking a copy that someone else has bought (or not as the case probably is), therefore, you do not have the right to own it. Sharing music way back when you lent your new cd to your mate was ... illegal but nowhere near on the scale sharing takes place in Limewire. Thats why music companies now want to target people who share/download music, because they are the people who fuel the illegal downloading of copywrited material, not programs lile limewire.

Limewire is not aiming to be the most sophisticated BitTorrent client, they just want to provide an extra service to the existing Limewire users. There is not a lot of info on the torrents while you are downloading. No tracker info, no seeds/peer ratio, only the number of sources you’re downloading from, and the download speed of the torrent.
