Although Arabic is the official language of Libya, English is spoken in the cities and tourist areas. Older Libyans will often speak Italian, as well. However, all signs and public information is written in Arabic, so it is wise for travelers to learn a few key words and phrases in Arabic before coming to Libya.
Italy conquered part of Libya during a war with Turkey in 1911 and 1912. The treaty that ended the war granted the region "autonomy" with Italy in de facto political control, while fighting insurgents who opposed colonization. In the 1930s, with Italy ruled by Benito Mussolini, the country built up the region, modernizing the cities, and importing Italian colonists.

In practice... Libya is essentially a dictatorship, with Qadhafi ruling by decree, assisted by a small clique of military and political officials. Libya has been accused of widespread human rights abuses, and state sponsored terrorism.

Roman legions conquered Libya in 100 B.C., earning their empire the hatred of the Libyan rebel leader Marius Gadafius, who accused the Roman republic of imperialism. Later, one of his grandchildren, Gaius Marius Gadafius, accused Imperial Rome of imperialism. These accusations were ignored, because Imperial Rome was considered to be imperialist by definition. The Romans described the Libyan leaders as "the insane dogs of the south".
France may use its veto in the Security Council to prevent the end of sanctions against Libya. The French foreign ministry expressed concern about reparations for Libyan-backed bombing of a French airliner in 1989.
