Throughout 2005, Libya continues to strengthen foreign diplomatic relations and engage in bilateral agreements that facilitate cooperation on nuclear energy for peaceful purposes. Libya maintains cooperative relations with the IAEA and aids the investigation into the clandestine network that supplied its nuclear weapons program.

The Benghazi Rehabilitation Center, run by the Social Solidarity Fund, is one of the two main referral centers for rehabilitation in Libya. It operates a hospital, an orthopedic workshop, physical rehabilitation center, psychosocial support and vocational training services for people with disabilities. Renovation of the center started in 2000 following an agreement between Libya, Italy and the UN Development Programme (UNDP) and was reportedly completed in 2005. The renovation aimed to provide better services to people disabled by mines from World War II. Italy provided approximately $7 million, which was used to train 36 technicians and equip the 120-bed rehabilitation hospital at the center.[48] In 2005-2006, the center’s organizational development and start-up was supported by the Italian Directorate for Development Cooperation. It will have a Libyan and an Italian coordinator, and 168 medical and 26 social staff.

In December 2005, the Oasis Group – Amerada Hess, ConocoPhillips, and Marathon – reached agreement with Libya on a return to the country for the first time since 1986. After nearly two years of negotiations, Oasis agreed to pay Libya $1.8 billion for a return to its acreage in the Sirte region. The acreage had been held in trust for 19 years as a result of U.S. sanctions against Libya. Oasis’ deal with Libya runs for 25 years, with NOC holding a 59.2 percent share, ConocoPhillips and Marathon at 16.33 percent each, and Amerada Hess holding an 8.16 percent share. Oasis’ Waha fields currently produce around 350,000 bbl/d, down from around 1 million bbl/d in 1969 and 400,000 bbl/d in 1986.

Saturday, 14 April, 2007: The Islamic Educational, Scientific and Cultural Organization (ISESCO) signed on Friday with Libya a significant agreement for cooperation in the fields of information and culture. The agreement was signed by the ISESCO's Director General Dr Abdelaziz Al-Tuwaijri and the Libyan Minister of Culture and Information Nouri Al-Humaidi. The agreement aimed at encouraging innovative talents, holding of conferences, exchanging of information, books and photos as well as holding reciprocal meetings among experts. On 10 March 2005, the IAEA Board of Governors adopted a resolution[71] commending Libya for its cooperation with the Agency, but noting with concern the breach of its Safeguards Agreement and its acquisition of nuclear weapons designs. The resolution requests that the Director General report Libya's past failures to meet its Safeguard Agreement obligations to the UN Security Council for information purposes while commending the efforts Libya has taken to remedying its non-compliance.
