With the fall of Communism in the early 1990s, Lev Leviev looked to expand his business endeavors into Eastern Europe and the Former Soviet Union. After consultation with the Lubavitcher Rebbe, Rabbi Menachem Schneerson of righteous memory, he received both the Rebbe's blessing for success and a request that he should continue the path of generosity of his parents and grandparents and rebuild Jewish life in the Former Soviet republics. Leviev is a local hero. He restored this town's only remaining synagogue, which the Nazis had turned into an arms depot and communists converted to a cinema. Now a ragtag klezmer band serenades him as photographers snap pictures and boys perform a traditional Hasidic dance in his honor. Across some 400 villages in Russia and the former Soviet republics this scene has been replayed countless times. Leviev is a 47-year-old, Uzbeki-born Israeli citizen and devout Lubavitcher who gives away at least $30 million a year in order to return lost Jews to the flock.

Leviev is a major supporter of Jewish philanthropic causes and president of the Federation of Jewish Communities of the CIS (FJC), an umbrella body representing Jewish communities across the former Soviet Union. He is the founder of the Ohr Avner Foundation (named for Leviev's father).

Leviev never has. A father of nine, he is one of the world’s most prolific philanthropists, giving away $50m a year, much of it to Jewish schools and institutions in the former Soviet bloc. Still, he’s hardly immune to criticism, says the Evening Standard. There are claims (all denied) that “his operations are creating misery” in Africa, and many see his move to London as a tax dodge.

It was thanks to the efforts and financial support of Lev Leviev that the establishment of Jewish educational institutions was made possible in Volgograd and throughout the entire Former Soviet Union. Among these were the Ohr Avner Chabad Day School and the 'Gan Geula' Kindergarten of Volgograd, which are particularly well appreciated by local residents.
