Now that Rep. Rick Lazio is the Republican nominee for senator from New York, there is strong interest in his educational views. The following analysis is based upon indirect evidence, but the latter does raise some questions that deserve answers. Lazio is a prominent member of the Republican Main Street Partnership (RMSP), a new organization that identifies itself as the only Republican organization devoted to research and policy analysis on public policy issues.
Rick Lazio withdrew a folded campaign flyer from his pocket as he sat on a stage alongside the grand marshal of the Korean Day fair on West 32nd Street on Oct. 1. A speaker entertained the crowd in a mixture of Korean and English, but Mr. Lazio's attention was focused on the flyer, which contained the Korean phrase he was about to attempt. His mouth moved as he practiced his pronunciation.

If you want to call Rick Lazio a conservative, you better choose the right year. In 1994, according to a Congressional Quarterly study, Lazio voted with President Clinton 72% of the time. But in 1995, after Newt Gingrich's ascension, Lazio voted in accord with the President only 34% of the time. That same year, he supported over 90% of the Contract With America, and Gingrich tapped him to be the Deputy Majority Whip, assisting House leadership and coordinating Republican communication on Legislative issues. Sometimes he is on both sides: On federal minimum wage legislation Lazio tempered a gradual increase for low-wage workers with huge tax-cuts for businesses.
All this campaign-trail energy has Mr. Lazio's aides confidently predicting that he'll be able to avoid the Hillary-as-martyr snare. "It won't be easy for Mrs. Clinton to fall back into the role of victim this time," said one senior adviser to Mr. Lazio. "You know we won the debate when the other side is complaining how tough Rick Lazio was. It's like the losing team complaining that the other team ran up the score."
