In addition, the Torch Run State Committee coordinates volunteer efforts by all Law Enforcement officers at the Special Olympics Summer and Winter Games. Uniformed officers are the official awards presenters for the athletes. Other officers assist volunteers from ShopRite and Knights of Columbus with the provision of meals for athletes, coaches and volunteers at the Games. More than 9,000 meals were prepared and served by Law Enforcement officers and other volunteers this past year.

In London, night watchmen were the first paid law enforcement body in the country, augmenting the force of unpaid constables. They guarded the streets since 1663. On September 29, 1829, the Metropolitan Police Act was passed by Parliament, allowing Sir Robert Peel, the then home secretary, to found the London Metropolitan Police. These police are often referred to as ´Bobbies´ after Sir Robert (Bobby) Peel, who introduced the Police Act. They became a model for the police forces in most countries, such as the United States, and most of the British Empire. Bobbies can still be found in many parts of the Commonwealth of Nations.

In February 2006, Attorney General Gonzales announced the creation of the Justice Department's Comprehensive Anti-Gang Initiative, designed to support law enforcement combating violent gang crime, while ... promoting prevention efforts that discourage gang involvement. As part of the initiative, in May 2006 the Department provided anti-gang resources for prevention, enforcement and offender reentry efforts to six sites across the nation: Los Angeles, Tampa, Cleveland, Dallas/Ft. Worth, Milwaukee and the "222 Corridor" that stretches from Easton to Lancaster in Pennsylvania. The Comprehensive Anti- Gang Initiative has already made strides in the original six sites. For example, in Cleveland one of the most violent gangs operating in the target area has been dismantled through both federal and state investigations and prosecutions that have resulted in 63 federal and state indictments. Fifty- five defendants have pled guilty and the remainder are awaiting trial.

The memorial is designed both to honor law enforcement officers and to be a public work of art. The centerpiece of the memorial is a life-sized bronze statue of two lions, one male and one female, watching vigilantly over the community. The lions stand at the base of an eternal flame, comprised of a bronze frame and blue glass, lit by fiber optic lighting. Bronze replicas of the United States and Kansas flags stand between the lions next to the pillar. Behind a wall is a meditation area in which each officer is represented individually with a plaque and beneath sets a pair of bronze boots or shoes.
