On January 14, 2008 the American Council on the Teaching of Foreign Languages (ACTFL) kicked off its first Student Video Podcast Contest. Elementary, middle school, high school and post-secondary students are invited to submit their own two-minute digital videos describing the difference language learning has made in their lives beyond the classroom. The student videos should answer the following questions:

There are over 5,000 languages spoken in the world today. When you study a language you gain greater insights into the varied cultures these languages represent, and ... gain a greater appreciation of the world and your place within it. Learning a foreign language gives you access to new literature, new music, and new art. Knowledge of a foreign language can open up travel-filled career paths in business, technology, diplomacy, journalism, education, the military and countless other fields. Since 1989, Eurocopter, one of the largest company in the world building helicopters, uses the Tomatis Method to train its employee to learn languages. The nature of its international business requires that people that are sent abroad, speak fluently the language of the foreign counterparts. Talking the language of the business partners facilitate communication but ... creates ties that may lead to further contracts. Eurocopter has devoted a significant budget to educate its people. Between 1989 and 1995, 580 people took the Tomatis Language Training, and their progress was carefully monitored.

British people have a reputation for not speaking languages other than English. In UK schools it has been unusual for children to study a foreign language before the age of 11, and many students give up languages altogether at 14. The UK government is to make it compulsory to study one foreign language in primary school (pre-11). The most studied languages have traditionally been French, Spanish and German.

Laguardia received his Ph.D. in psychometrics from New York University, an M.S. in industrial psychology from Stevens Institute of Technology and B.A. degrees in foreign languages and psychology from Fairleigh Dickinson University.
