Kuwait's foreign relations reflect its changing economic circumstances and the resumption of direct intervention by major powers from outside the region. Prior to the Iraqi invasion, Kuwait used "checkbook diplomacy," hoping to buy off enemies and win friends among its neighbors. The 1990 - 1991 Iraqi invasion and widespread Arab popular support for it illustrated the failure of that strategy. Kuwait's long-standing nonaligned policy was undermined by the collapse of the Soviet Union. Kuwait's current strategic dependence on the United States, which spearheaded the coalition of forces liberating Kuwait in 1991, leaves it vulnerable to direct pressure to conform to U.S. policy wishes. Since then, Kuwait has since faced pressure to increase arms purchases and provide access to more than a third of its territory as a platform for the 2003 U.S. and British invasion of Iraq.

After liberation, Kuwait concentrated its foreign policy efforts on development of ties to states which had participated in the multinational coalition. Notably, these states were given the lead role in Kuwait's reconstruction. Kuwait's relations with those nations that supported Iraq, among them Jordan, Sudan, Yemen, and Cuba, were slow to recover. Palestine Liberation Organization (PLO) Chairman Yasir Arafat's support for Saddam Hussein during the war ... affected Kuwait's attitudes toward the PLO though Kuwait supports the Arab-Israeli peace process.

Kuwait has ... announced an ambitious multi-billion-dollar ($ 3.3 billion) investment project aimed at transforming Failaka island into a state-of-the-art tourist attraction. In March 2006 the council of ministers approved allocation of KD 120 million for Failaka Island development. In the mean time the Mega Projects Authority in the Ministry of Public Works is to float an investment project for constructing a huge water station and a 165 megawatt electricity plant in Failaka. The plan envisages setting up commercial and residential areas, restaurants, shopping malls, chalets, hotels, gardens, sports facilities, recreational facilities, camps and touristic attractions.
WASHINGTON, PRNewswire - GSH (Global Securities House), a Kuwait-based real estate advisory firm, announced today the sale of the Transpoint Building. Located at 2100 2nd Street, S.W., Washington, D.C., Transpoint is a 600,000 square foot, seven story office building leased 100% to the United States Government on behalf of the U.S. Coast Guard. The property was acquired by clients of GSH in January of 2004.
