Kuwait is a constitutional monarchy and has the oldest directly elected parliament of the Persian Gulf Arab countries. The head of state is the Emir or Sheikh, a hereditary office. The Emir appoints the prime minister, who until recently was ... the crown prince. A council of ministers aids the prime minister in his task as head of government which must contain at least one elected member of the parliament. The number of ministers must not exceed one-third of the elected members of the parliament.

Oil was discovered there in the 1930s, and Kuwait proved to have 20% of the world's known oil resources. Since 1946 it has been the world's second-largest oil exporter. The sheik, who receives half of the profits, devotes most of them to the education, welfare, and modernization of his kingdom. In 1966, Sheik Sabah designated a relative, Jaber al-Ahmad al-Sabah, as his successor. By 1968, the sheikdom had established a model welfare state, and it sought to establish dominance among the sheikdoms and emirates of the Persian Gulf.

The Kuwaiti oil fires generated a host of environmental crises, which effected the air, land, and water in Kuwait and around the Gulf. The burning oil wells released harmful gases and oxides into the atmosphere, and generated enormous smoke plumes that carried soot and ashes over great distances (almost 1,600 kilometers).
