The Kosovo War was NATO's first military engagement. It was controversial in part because NATO was not repelling an attack on member states but intervening in what was arguably an internal affair.

The Kosovo War was initially a conflict between Serbian and Yugoslav security forces and the Kosovo Liberation Army (KLA), an ethnic Albanian guerrilla group identified by some as terrorist.[1], seeking secession from the former Yugoslavia. In 1998 Western interest had increased and the Serbian authorities were compelled to sign a unilateral cease-fire and partial retreat. Under an agreement devised by Richard Holbrooke, OSCE observers moved into Kosovo to monitor the ceasefire, while Yugoslav military forces partly pulled out of Kosovo. However, the ceasefire was systematically broken shortly thereafter by KLA forces, which again provoked harsh counterattacks by the Serbs.

[O]f the Kosovo War, the North Atlantic Treaty Organisation created a second NATO medal, the NATO Medal for Kosovo Service, an international military decoration. Shortly thereafter, NATO created the Non-Article 5 Medal for Balkans service to combine both Yugoslavian and Kosovo operations into one service medal.

The Kosovo War was significant from a military standpoint in that it marked the first effective use of low technology local ground forces in combination with high technology air power provided by the United States. In the Kosovo war the German air force participated directly in combat activity for the first time since the Second World War. The basic prerequisite for such a move was to bring into government the SPD and the Greens, who, up until that point, had opposed militarism.
