In 1999 immediately after the conflict in Kosovo the United Nations Development Programme (UNDP) was among the first development organizationsto help tackle emergency problems in Kosovo. Working under the legal umbrella of the UN Interim Administration Mission in Kosovo (UNMIK) since mid-1999, UNDP has supported a portfolio of programmes that worked on several fronts simultaneously- from emergency rehabilitation that directly supports individuals and families, to capacity-building projects with wider scope and longer perspective.

The OSCE Mission in Kosovo, the largest OSCE field operation, forms a distinct component of the United Nations Interim Administration. It is mandated with institution- and democracy-building and promoting human rights and the rule of law.

On June 12, after Milosevic accepted the conditions, KFOR began entering Kosovo. KFOR, a NATO force, had been preparing to conduct combat operations but in the end its mission was only peacekeeping. It was based upon the Allied Rapid Reaction Corps headquarters commanded by then Lieutenant General Mike Jackson of the British Army. It consisted of British forces (a brigade built from 4th Armoured and 5th Airborne Brigades), a French Army Brigade, a German Army brigade, which entered from the west while all the other forces advanced from the south, and Italian Army and United States Army brigades. The U.S. contribution, known as the Initial Entry Force, was led by the 1st Armored Division. Subordinate units included TF 1-35 Armor from Baumholder Germany, the 2nd Battalion, 505th Parachute Infantry Regiment from Fort Bragg, N.C; the 26th Marine Expeditionary Unit from Camp Lejeune, North Carolina; the 1st Battalion, 26th Infantry Regiment from Schweinfurt Germany, and Echo Troop, 4th Cavalry Regiment... from Schweinfurt, Germany.

The US sector is in southeast Kosovo. Headquarters for US forces is located at Camp Bondsteel, built on 750 acres of former farmland near Urosevic. Bondsteel has about a 6-mile perimeter. The 1,000-acre camp was built from the ground up on a former field. Basecamps Bondsteel and Monteith were established in June 1999 in Kosovo to be used as staging points for the bulk of US forces stationed in the Multi National Brigade-East. About 4,000 US service members were stationed at Camp Bondsteel in the farm fields near Urosevac, and another 2,000 were at Camp Montieth, near Gnjilane.
