A poorly-equipped militia in Kosovo, the Kosovo Liberation Army, actively fought for independence from the Yugoslavian government. They were considered by the Albanians in Kosovo to be freedom fighters; the Serbs view them as simple terrorists.
A new crisis broke out in the province of Kosovo in early 1998, when Miloševic moved to crack down on the Kosovo Liberation Army (KLA), a guerrilla group fighting for independence for the province. As he had done in Bosnia, Miloševic instituted a campaign of “ethnic cleansing” against the ethnic Albanian majority in Kosovo.

At odds are the Serbs, under the leadership of archnationalist Slobodan Milosevic, and the ethnic Albanians, who make up 90% of Kosovo's population. While Serbia is internationally recognized as having control over Kosovo, the Kosovo Liberation Army (KLA), a militant ethnic Albanian group, is calling for full independence for the province.

Serbian fears may be justifiable, Valasek said, in part because Thaci is the former political leader of the Kosovo Liberation Army, which rose up against Serb rule at the end of the last decade. But he said Thaci has worked hard to address the concerns.
