In 2001, UNMIK promulgated a Constitutional Framework for Kosovo that established the Provisional Institutions of Self-Government (PISG), including an elected Kosovo Assembly, Presidency and office of Prime Minister. Kosovo held its first free, Kosovo-wide elections in late 2001 (municipal elections had been held the previous year).
Despite the majority of European Union members that are expected to recognize Kosovo, several nations, including Spain, have already rejected their claim to independence. "The government of Spain will not recognize the unilateral act proclaimed yesterday by the assembly of Kosovo," said Spanish foreign minister Miguel Angel Moratinos. Spain thinks the declaration does not respect international law, he explained.

The Kosovo Assembly, working with the civilian representative, would approve a new constitution and any legislation necessary under the settlement. These would take effect at the end of the transition period, when UNMIK’s powers would expire and be transferred to Kosovo’s authorities.

In 2006, NDI ended its citizen political participation program, which started in 2000 and assisted more than 100 NGOs throughout Kosovo. As the program evolved from convening small citizen discussion groups to advising these groups on local advocacy campaigns to facilitating Kosovo-wide advocacy, election monitoring, and Get-Out-The-Vote efforts, NDI has cooperated with individuals dedicated to working with elected officials to improve their communities and reform Kosovo’s new political system. Through a government monitoring program, NDI-trained advocacy groups observed how local assemblies are fulfilling their legislative and oversight tasks, and reported their findings to the public. In 2005, a group of former NDI employees and advocacy experts formed the Kosova Democratic Institute (KDI), a Pristina-based network that monitors the work of 17 municipal assemblies as well as the Assembly of Kosovo. In late 2006, NDI will join forces with KDI and other former civic partners in an effort to stimulate public discourse on an expected new constitution.

In November 2001, the OSCE supervised the first elections for the Kosovo Assembly. After that election, Kosovo's political parties formed an all-party unity coalition and elected Ibrahim Rugova as President and Bajram Rexhepi (PDK) as Prime Minister.
