Despite the continued economic growth and rising international stature of South Korea, culminating in the 1988 Seoul Olympics, protests against Chuns dictatorship grew throughout the 1980s. Chun stepped down in 1987 and was replaced by his close comrade-in-arms, Roh Tae Woo, who was elected president in a closely fought race against two long-time political dissidents, Kim Young Sam and Kim Dae Jung.

Friday night, Washington time, MacArthur left Tokyo for the Thirty-eighth Parallel area of Korea to order United Nations forces to cross into North Korea as tactical requirements made necessary. Before leaving Tokyo he issued a statement to the press.

As Washington continues to warm up to Pyongyang over the denuclearization issue, the Japanese government is beginning to quietly fume over the United States' failure to hold North Korea accountable for its abduction of Japanese nationals. It would behoove Washington to make the kidnapping issue a high priority and take measures to divert Tokyo's growing urge to go nuclear by offering Japan non-nuclear military hardware to counter Pyongyang's threats.
