Stories about other kinds of kidnapping, many with an ethnic dimension, proliferated during the nineteenth and early twentieth centuries. The antislavery movement characterized the capture of runaway slaves, authorized by the Constitution and the Fugitive Slave Acts of 1793 and 1850, as a pernicious form of kidnapping. Drawing on Blackstonian legal terminology, many Northern legislatures passed "personal liberty laws" that unsuccessfully interposed state power against slave hunters. Other ethnically charged situations, such as the 1904 "rescue"—by Anglo-Protestant vigilantes—of forty Catholic orphans who had been placed with Mexican American families in Arizona could legally excuse abductions that might otherwise have been seen as cases of kidnapping.

Riley's mother, Tina Carlsen, has been charged with kidnapping for taking her son from Children's Hospital and Regional Medical Center last week. Carlsen rejected the surgical procedure Riley's doctors were recommending for his kidney condition. Instead, she wanted to pursue natural remedies.

In jurisdictions that authorize the death penalty, a kidnapper is charged with a capital offense if the kidnapping results in death. Kidnapping is severely punished because it is a dreaded offense. It usually occurs in connection with another criminal offense, or underlying crime. It involves violent deprivation of liberty, and it requires a special criminal boldness.

The charges ... allege that after kidnapping Hornbeck in October 2002, Devlin kept Shawn isolated in Devlin's apartment for the first month. The boy was forced to have intercourse with Devlin throughout that month and at least once a month until Shawn and Ben were found in January.

Michael J. Devlin, 41, was arrested and has been charged with one count of first-degree kidnapping, said Franklin County Prosecutor Robert Parks. Devlin was being held on $1 million bail, he said, and more charges are likely.

Leonid Kogan was arrested and charged with kidnapping for the purpose of extortion. While out on bail, Kogan was indicted by the grand jury and a one million dollar warrant was issued. His last address was in Burlingame.
