Khalaf Al Habtoor is the Chairman of Al Habtoor Group. He is a prominent and highly regarded citizen of the United Arab Emirates with extensive influence throughout the business community and among members of the ruling family.

Khalaf Al Habtoor founded the Al Habtoor Group in 1970. He had been working with a local construction firm but spotted a gap in the market and left to start his own company, Al Habtoor Engineering Ltd.

Beirut is where Habtoor has tried mightily to blend his commercial sense and his political outlook. In 2000, encouraged by the withdrawal of Israeli troops from southern Lebanon and his friendship with the late Prime Minister and billionaire Rafiq Hariri, Habtoor started to invest a total $400 million of his own in various projects. There were two hotels, a shopping mall and a Phoenician-themed amusement park he dubbed Habtoorland, with a coliseum-style amphitheater, video arcades, eight roller coasters and a marketplace out of The Arabian Nights.

Even at that early stage, Khalaf recognized that Dubai, a small, sleepy port on the Gulf coast, was about to take off. The following year the United Arab Emirates was formed, linking Dubai with its oil-rich neighbor Abu Dhabi. At the same time, DubaiÕs ruler, Sheikh Rashid bin Saeed Al Maktoum, was emerging as a visionary leader who was poised to transform Dubai into a modern, international city.
