Following the Wran government’s re-election, a consortium headed by Packer and his fellow media magnate Rupert Murdoch won the contract to run the new state lottery. The highly lucrative deal was awarded in highly dubious circumstances, amid rumours of corruption and bribery, and came to symbolise the state Labor government’s cosy relationship with Packer.

Packer faced a 1991 Australian government inquiry into the print media industry with some reluctance, but great humour. When asked to state his full name and the capacity in which he appeared, he replied: "Kerry Francis Bullmore Packer. Reluctantly."
Apart from the media baron's "notorious" love of prostitutes, Barry recounts Packer's stream of mistresses given apartments and found jobs, with Packer footing the bill. After Packer died in December 2005 the Herald revealed he had transferred property shares worth at least $10 million to his long-time mistress Julie Trethowan.
