Kazakhstan's performance on human rights since independence has been patchy. NGOs are active and civil society is developing steadily. But opposition activists are subject to harassment, there are limitations on freedom of assembly for political rallies, and freedom of the press is severely curtailed. Prison conditions have improved and the prison population is decreasing with alternatives to imprisonment being introduced. But there is still concern over TB and HIV/AIDS infection rates.

Since the country’s independence from the Soviet Union in 1991, Kazakhstan has been drastically improving the quality of life of its citizens. The cities offer an abundance of world class hotels, restaurants, shopping centers and entertainment amenities.

During the 1950s and 1960s agricultural "Virgin Lands" program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures. This influx of immigrants (mostly Russians, but ... some other deported nationalities) skewed the ethnic mixture and enabled non-Kazakhs to outnumber natives. Independence has caused many of these newcomers to emigrate.
