ASTANA, Kazakhstan -- On October 8th, there is to be an official ceremony to mark the launch of processing of Highly Enriched Uranium (HEU) into low enriched uranium (LEU) at the Ulbinsk Metallurgic Factory in Eastern Kazakhstan. President Nazarbayev, Ted Turner, US Senator Sam Nunn, the President of the NATO Parliamentary Assembly, Pierre Lellouche, as well as representatives of IAEA and NGOs will be among attendees to the event, which is held in the framework of the non-proliferation of WMD program.

Demography of vultures in south-eastern Kazakhstan: In South Asia, vulture populations have declined so sharply that there is the threat that 3 species will soon go extinct in the wild. This is especially shocking because one of these species, the Indian white-rumped vulture, was once the most numerous raptor in the world with a population size of 10 to 40 million individuals. In Central Asia, close relatives of the Indian birds, the Eurasian and Himalayan griffon vultures, live at much lower population densities. However, in concert with the economic change in the region, their populations ... appear to have declined quickly. WCS's work with these species is designed to evaluate their conservation status in this region, through both traditional colony-based monitoring and development of novel monitoring techniques.

Kazakhstan contains extreme variations in elevation. The Tian Shan mountains contain the country’s highest point, Hantengri (6,398 m/20,991 ft), which lies in the extreme southeast where the borders of Kazakhstan, Kyrgyzstan, and China meet. The Altay Mountains along the country’s eastern border ... contain high peaks. Kazakhstan’s lowest elevation is found in the extreme southwest, just east of the Caspian Sea, where the Karagiye Depression lies 132 m (433 ft) below sea level. The area north of the Caspian, in northwestern Kazakhstan, is occupied by the Caspian Depression, which also extends into Russia.

Kazakhstan... spelled Kazakstan, is officially the Republic of Kazakhstan, a country that stretches over a vast expanse of northern and central Eurasia. A small portion of its territory west of the Ural River is located in eastern-most Europe. It has borders with Russia, the People’s Republic of China, and the Central Asian countries Kyrgyzstan, Uzbekistan and Turkmenistan, and has a coastline on the Caspian Sea. Kazakhstan was a republic of the former Soviet Union and is now a member of the Commonwealth of Independent States. It is the ninth-largest country in the world by area, but its semi-deserts (steppe) make it only the 62nd country in population, with approximately 6 persons per km² (15 per sq. mi.). Population in 2007 is estimated at 14,653,998 down from 16,464,464 in 1989.

Kazakhstan enjoys a particularly close relationship with Russia. However, Kazakhstan tries to maintain a foreign policy balance. It claims to want a stronger relationship with the EU, its main trading partner, and with the US. The relationship with China is ambivalent, China is a key potential market for Kazakhstan hydrocarbons, but Kazakhstan fears being swamped by its populous eastern neighbour.

RFE/RL correspondents report from Almaty that an Uyghur organization in Kazakhstan called The United National Front of Eastern Turkistan has issued a special statement accusing "Chinese communists in oppression of the Uyghur nation in their own homeland, Eastern Turkistan". The leaders of Vatan Uchquni staff in Almaty told RFE/RL correspondents about the contents of the statement issued yesterday.
