[W]hen the Soviet Union collapsed, Kaliningrad was faced with a special and complex set of problems. The large military infrastructure was reduced, at first by the perestroika programs of Gorbachev and reduced to even smaller numbers during the Yeltsin administration. The economy was then plunged into the transition from the planned-economy of the Soviet era to the market-based economy of modern Russia. This has brought not only economic hardships but social implications as well.
