The military structures of the Kaliningrad Oblast are organisationally divided into navy and air units of the Baltic Fleet, land forces, marine infantry and the coastal defence of the Land and Coastal Headquarters of the Forces of the Baltic Fleet. The command centre is found in Kaliningrad. During the reforms conducted in 1997-8 most administrative structures were liquidated, and land units reduced by about 40 percent. Since then the potential of Baltic Fleet has been maintained at a relatively stable level. The general manpower of the Russian Federation's Armed Forces in the Kaliningrad region does not exceed 25000 officers and soldiers.

The Kaliningrad Oblast is located in the most western part of the Russian Federation. This federation subject does not share a border with any of the other regions of Russia. Kaliningrad is a city located on the coastline of the Baltic Sea. It is the administrative centre for the Kaliningrad Oblast. Before July 4, 1946, the city was called Koningsberg and it was the centre of West Prussia.

What would happen, Sasha chooses this moment to ask, if the Netherlands were to "adopt" Kaliningrad Oblast? Nothing would change as far as affiliations and provisions of international and constitutional law are concerned, nobody need fear Dutch ambitions, but everyone could profit from the experience of an old trading nation. The country knows how to establish trading offices, how to engage in maritime trade and water management, and how to develop land in coastal regions. The Oblast would not have to cultivate tulips; other plants could make the fields behind the amber coasts bloom just as well. The idea of "Hollandising" Kaliningrad would mean nothing more than the full exploitation of intensive management methods. Pragmatically, the small area of the Oblast could provide the possibility for success.

It was on March, 17 between 10 and 12.15 that the group of students from Belarus, Ukraine and Kaliningrad Oblast visited the PSTP. Earlier on they ... paid a visit to the City Council of Gdynia and the Marshall’s Office. In the PSTP itself they talked with leaders of the following companies: Open Learning, ELAB and Telecom1 Group. Later on they also called the Innovation Incubator and the Laboratory here in the Park.

Innerhalb der Oblast existiert ein weitmaschiges, 645 km langes Eisenbahnnetz, davon sind 95 km elektrifiziert (Strecken von Kaliningrad (Königsberg) nach Swetlogorsk (Rauschen) und Selenogradsk (Cranz)). Daneben wird ein großer Teil des Verkehrs mit Bussen bewältigt. Zwischen Kaliningrad und Talpaki (Taplacken) bei Snamensk (Wehlau) besteht eine autobahnähnlich ausgebaute Schnellstraße. Nach Polen besteht die Trasse der bereits vor 1945 einspurig betriebenen Autobahn Elbing–Königsberg, die kürzlich wieder für den Verkehr freigegeben wurde, jetzt aber nur noch eine Straße von regionaler Bedeutung ist. Die Länge des Straßennetzes beträgt 6714 km.
