A regular round of Russia-EU consultations took place in Moscow on September 8 regarding the problems of life support for the Kaliningrad oblast in the context of the enlargement of the European Union. The Russian delegation was headed by Deputy Minister of Foreign Affairs Sergei Razov, and the delegation of the European Union was led by Friis Arne Petersen, permanent Secretary of the Ministry of Foreign Affairs of Denmark, which currently holds the Presidency in the EU.

More than nine million people cross the borders controlled by the Kaliningrad oblast’s Border Service every year; the last decade has seen a consistent rise in the number of crossings and the trend is set to continue as the EU enlarges. The law-enforcement bodies of Kaliningrad have in the same period increasingly engaged in cross-border cooperation with their peers in the EU member states and accession countries, notably in the area of border controls.
