Kaliningrad Oblast: Baltic Sea

The Kaliningrad Oblast is a Russian territory. Although there are other countries that may have possible claim to the area and the region is an integrated part of the Baltic Sea region, the exclave is an inseparable part of the Russian Federation because of its ethnic Russian population, its military forces stationed in the region and economic reliance.
Moscow, Brussels, and Kaliningrad oblast must jointly put forward a clear vision and a detailed plan to integrate Kaliningrad within the Baltic region as a whole. Kaliningrad needs help to deal with the serious problems of crime and diseases that plague it, and will need help to establish a private business environment that attracts investment.
Kaliningrad oblast is located on the south-east coast of the Baltic Sea. It is the most western oblast of the Russian Federation, totally separated by land borders of foreign states and the Baltic Sea from the rest of the country.
RED is a bilateral cooperation project between South Sweden and Kaliningrad Oblast in Russia. It is one of few projects under Measure 3:2 of the program –Bilateral Maritime Cooperation across the Baltic Sea. Region Blekinge in Sweden is the lead partner and the total budget is 790 336 Euro (ERDF, Tacis and partner co-financing). The project implementation period is 2006 – 2007.

Russia can deploy gravity bombs for short-range aircraft in Kaliningrad Oblast without withdrawing from the 1991-92 regime or violating other obligations. Contrary to the report, there are no legally binding agreements on the nuclear-weapon-free status of the Baltic Sea and the adjacent states (for example, a number of US TNW remains in Germany). As noted above... Russia has been using long-range aircraft for these purposes, thus a transfer of gravity bombs does not fit the several-year-old pattern.

The Baltic Gateway – Tacis part will enable partners from Kaliningrad oblast to participate in the Baltic Gateway PLUS project on equal terms. The main objective is to integrate Kaliningrad oblast in the transport co-operation in the South Baltic Sea area and to promote sustainable growth by preparing for the realization of key transport projects. This will be possible trough the co-operation in the projects Baltic Gateway and Baltic Gateway Tacis.
