ECAT Kaliningrad is part of the ECAT network in the Baltic Sea Region. Other centres exists in Kaunas in Lithuania, Riga in Latvia, St. Petersburg in Russia and Tirana in Albania. There is a regular exchange of information, and experts meet annually in order to discuss common issues and future activities. In addition, a quarterly newsletter is published by the ECATs.

In 1996 Kaliningrad was designated a Special Economic Zone. Manufacturers based here get tax and customs duty breaks on the goods they send back to Russia. Although corruption was an early deterrent, that policy means the region is now a manufacturing hub. One in three televisions in Russia is made in Kaliningrad, and it is home to Hummer and BMW car plants. Now Kaliningrad's major industries are Manufacturing, shipping, fishing and amber products. Moscow has declared it will turn the region into "the Russian Hong Kong". [3]

Kaliningrad was to become one of the major fishing regions of the country. By January 1, 1947, four fish plants, a shipyard, a foundry and engineering works, a refrigerated warehouse, and other enterprises were functioning. Two large seaports were constructed in Kaliningrad on the base of the former Lesnaya harbor and in Pionersky on the territory of the fishing harbor. Reconstruction of the food industry began as well. The operating capacity of electric power stations doubled, and pulp and paper production increased. In August 1947, a coach works started mass production of four-axle 50-ton dump trucks.

To date Kaliningrad has received €15 million of TACIS assistance, with another €15 million in the pipeline. (The EU’s TACIS program provides assistance for the newly independent states and Mongolia.) Planned projects include improving Kaliningrad ’s border crossing, waste management, and health service; developing its port facilities; supporting innovative small and medium enterprises; and promoting trade and investment. Current and future EU member states are ... providing support, mainly in areas such as administrative and health reform and environmental protection. This comes on top of bilateral funds from the Nordic countries. The new EU focus is symbolized by the opening of a TACIS office in Kaliningrad and the preparation of a TACIS study on the energy needs of the region, to be launched during 2001. Nevertheless, the EU will need to find ways of providing Kaliningrad with development aid beyond the fairly limited ambit of TACIS.

In Kaliningrad Region, the Federal Land of Schleswig-Holstein is represented by the Hanseatic Bureau. In addition, there is the German-Russian House, social and educational establishment as well as representative offices of different associations and religious organisations. Under various European and national programmes for assistance, companies including those from Germany elaborate concepts for the Regional Administration, particularly in infrastructure and environment protection.

Kaliningrad Region is located on the Baltic Sea and occupies a special place among seaside resorts, with a 30-km-long resort zone along its coast. Nature has generously endowed this region where the open sea combines with endless golden beaches, moderately warm summers and mostly frost-free winters, and abundant and varied plant and animal life. Everything here is favorable for healthy recreation and effective health-resort treatments.
