The region of Kaliningrad Oblast was inhabited during the Middle Ages by tribes of Old Prussians in the western part, and Lithuanians in the eastern part by the Pregolya and Alna rivers. The Teutonic Knights conquered the region and established a monastic state. On the foundations of a destroyed Prussian settlement known as Tvanksta, the Order founded the major city Königsberg, the current Kaliningrad. Germans and Poles resettled the territory and assimilated the indigenous Old Prussians. The Lithuanian-inhabited areas became known as Lithuania Minor. In 1525, Grand Master Albert of Brandenburg secularised the Prussian branch of the Teutonic Order and established himself as the sovereign of the Duchy of Prussia, the polish fief, later inherited by the Margravate of Brandenburg.

The great variety of projects and partnerships in ECAT Kaliningrad's activities demonstrate that a relatively small independent unit within the municipal administration can bring about environmental benefits for special environmental areas, environmental planning and the public awareness raising policy. The success of ECAT Kaliningrad's work in mainly due to reliable partners in Western partner cities who are willing to contribute equipment and manpower to environmental improvements. This ... applies to other organisations which act as partner in individual projects (e.g. universities, institutions with responsibilities for technology transfer and technical expertise, municipal utilities, media experts). Furthermore, the ECAT approach is highly successful in applying for funds as it can rely on an implementation body that utilises Western as well as local knowledge. As the different branches make clear this policy can be transferred to other cities and regions if local decision makers are willing to cooperate.

On November 28, 2007, the Kaliningrad Branch of NCCA celebrates its tenth anniversary. On this day in 1997, the Minister of Culture of the Russian Federation signed the order to establish the NCCA branch in Kaliningrad. Today the branch is the only museum, exhibition and research organization in the region working in the field of the contemporary art. Over the period of ten years the KB NCCA has implemented more than 300 projects and programs in Russia and abroad. KB NCCA navigates the audience in the contemporary artistic process and pays special attention to the unique strategies of artists and curators and their role in the modern world.
